A Positive Legal Duty: the liberation of the people of East Timor (1993)

This is a paper given at the Martin Ennals Memorial Symposium at the University of Saskatoon on March 3, 1993. East Timor was finally liberated from Indonesian colonisation in 1998. I remember my father being very interested in East Timor and in 1998 he knew Ian Martin, the head of the UN mission in East Timor who protected many people in the UN compound in Dili before the Indonesian army decided to give up and go home. It is a shame that the Indonesians have not decided to do the same with their other colony, West Papua, which still continues to struggle for independence.
